DiffTime :: A fractional DateDiff function

This function calculates the time difference between two dates, and returns that difference as a fraction of an hour, a fraction of a minute, the number of hours, the number of hours and minutes, or in the following formats:

• Hours
• Hours:Minutes
• Hours:Minutes:Seconds
